Here  we  have a  rare economist whose  wit never  fails him. It
has made   his insights into a weighty subject just so much more
persuasive. Professor Prybyla points out in this volume the institu-
tional, ideological, and intrinsic information obstacles to the trans-
formation of socialist planned economies of Eastern Europe, China
and  the Soviet Union. These reasons appear in ways that neither
pure market  economists nor national security analysts necessarily
fully appreciate. The general prognostication is not good for the
coming  decade, and the world's chancelleries had better take note.
Jan Prybyla is a provocative thinker who offers his audience some
very instructive material that is simply delightful reading.
