National  Health Insurance: What  Now,  What   Later, What  Never?
edited by Mark  V.  Pauly, contains the proceedings of a conference
held by AEI's Center for Health Policy Research in Washington, D.C.
Twelve  papers dealing with major issues about national health insur-
ance (NHI)  are organized into four themes:
   * PART  ONE, Initiating an NHI Program: Political and Economic
Concerns, contains papers dealing with the impact of NHI expenditures
on  the federal budget, the excess burden NHI would impose upon
taxpayers, and the effects of financing NHI through mandatory employee
benefit payments.
   * PART  Two,  Solving the Problem of Underinsurance, deals with
the problem of catastrophic health expenses, medical insurance for the
poor, preventive health care, and care for children under NHI.
   * PART THREE,  Solving the Problem of Overinsurance, looks at the
various forces that have led to overinsurance, such as the tax treatment
of health insurance and the role of nonprofit medical insurance com-
panies.
   * PART FOUR,  Cost Containment: Long- and Short-Run Strategies,
considers three proposed alternatives to national health insurance-
greater reliance on health maintenance organizations, income-related
cost sharing, and the use of regulation to promote the emergence of
more competitive health care systems.
     Mark  V. Pauly is professor of economics and research associate,
Center for Health Services and Policy Research, Northwestern  Uni-
versity, and an adjunct scholar of the American Enterprise Institute.
