             M eeing Human Needs

        Toward a New Public Philosophy

                 JACK A. MEYER, EDITOR

Joblessness, illness, crime, poor housing-in coping with prob-
lems such as these, is there no alternative to the inflexible,
ineffective programs often imposed by government or the
indifference of individuals?
The eighteen authors of this volume see hope in other
approaches, which combine greater participation by the private
sector with reforms in government policy.
Part one of the book presents the conceptual framework
for making government programs more effective and for in-
creasing private participation in meeting human needs. Part
two describes innovative activities of businesses labor unions,
and neighborhood groups on behalfof those in need.Part three
analyzes economic aspects of the private sectorcs ability to
address social problems. The concluding part contains case
studies of private sector initiatives in the areas of youth
employment, health, education, foster care, housing crime
prevention, and transportation.
