The  inexorable rise in health care costs, despite elaborate
regulatory attempts to check it, has led to new proposals for
market  reforms using incentives to change the behavior of
both consumers  and providers. The sixteen chapters of this
volume  examine all aspects of these proposals.
   * PART ONE  presents a discussion of the trade-offs between
cost containment  and the quality and availability of care,
making  it clear that cost containment may involve costs of
its own.
   * PART Two  looks at innovative cost-containment activity
-state experiments with Medicaid under waivers from federal
regulations, federal reforms in Medicare, and private sector
initiatives.
   * PART THREE  considers the fiscal effects and administra-
tive feasibility of proposals for federal health policy and
includes a detailed analysis of comprehensive market reform
proposals for limits on federal tax subsidies.
   * PART FOUR   looks at regulatory and legal barriers to
implementing the reforms.
     Jack A. Meyer, former assistant director for wage-price
monitoring of the U.S. Council on Wage and Price Stability,
is resident fellow in economics and director of health policy
research at the American Enterprise Institute.
