with particular economic issues. The book concludes with an
assessment of the implications of economic difficulties for
Congress.
    Allen Schick is professor of public policy in the School of
Public Affairs at the University of Maryland and an adjunct
scholar at the American Enterprise Institute. He is the author of
Reconciliation and the Congressional Budget Process (AEI, 1981) and a
contributor to Both Ends of the Avenue: The Presidency, the Executive
Branch, and Congress in the 1980s (AEI, 1983).
