   Further improvements in the relationship between the United States and
   Canada may well depend on a deeper understanding of the other country.
   Progress toward extending the free trade in goods and services to free
   migration of people across the U.S.-Canadian border, and the extent to which
   this enhances permanent migration, may depend crucially on the language and
   immigration policies of the two countries.
   It is often easier to see ourselves with greater clarity after examining another.
   Each country looks to the other as a laboratory for the testing of ideas, and in
   this regard the countries on either side of the border benefit from the studies of
   the other side.
