Germany   at the Polls: The Bundestag Election of 1976, edited by
Karl H. Cerny, examines the eighth national election of the Bundestag,
the major legislative organ of the German Parliament, since the estab-
lishment of the Federal Republic of Germany in 1949. An impressive
90.7 percent of the electorate turned out to give a narrow vote of
confidence to the government coalition parties, the Social Democratic
party (SPD) and the Free Democratic party (FDP). The near victory of
the opposition parties, the Christian Democratic Union (CDu) and
Christian Social Union (csu), indicates that the Germans are develop-
ing a highly competitive party system in a stable, functioning demo-
cratic political order.
     Seven German  and three U.S. scholars have contributed to this
volume. Gerhard Loewenberg  analyzes the development of the German
-arty system since World War  II. David Conradt examines the insti-
tutional framework of the German  electoral system and the implica-
tions of the 1976 election for the political system. Kurt Sontheimer,
Heino Kaack, Werner  Kaltefleiter, and Paul Noack contribute chapters
on the four major parties. Klaus Sch6nbach and Rudolf Wildenmann
discuss the impact of the four nationwide prestige newspapers on
public opinion before the election. Max Kaase traces the development
of public opinion polling in Germany after World War  II and ana-
lyzes survey findings for the 1976 campaign. In an appendix Richard
Scammon   presents statistics on recent German parliamentary elections.
    Karl H. Cerny, editor of Germany at the Polls, is professor of gov-
ernment, chairman of the Department  of Government, and chairman
of the Committee  on  Studies in German  Public and  International
Affairs at Georgetown University. He is the editor of Scandinavia at
the Polls: Recent Political Trends in Denmark, Norway, and Sweden
(1977), also published by AEI.
