Since the 1980s, a college education has been the key to higher real wages
and living standards in the United States. But as college enrollment has
increased, so too for some students and their families has the difficulty of
paying college costs.
   This volume extends the current policy debate beyond the amount and
allocation of more federal subsidies for college education. Aiming for a
more  svstematic appraisal of education policy, the authors argue that we
should examine the entire sequence of investments that parents and young
people make  in education. They consider whether federal policy should
give high priority to college-level schooling and whether more federal
money  to help pay college tuition can be expected to increase enrollment,
especially for youths from low-income families.

Contributors include Stephen  V. Cameron,   assistant professor of eco-
nomics and public affairs at Columbia University; Eric A. Hanushek, pro-
fessor of economics and public policy and director of the W. Allen Wallis
Institute of Political Economy,   University of Rochester;  James   J.
Heckman, Henry Schultz Distinguished Service Professor at the
University of Chicago; Caroline Minter  Hoxby,   associate professor of
economics  at Harvard University; Thomas J. Kane, assistant professor of
public policy at the Kennedy School of Government, Harvard University;
and Marvin  H.  Kosters, resident scholar and director of economic policy
studies at the American Enterprise Institute.
