But as college enrollment has increased, so too for some students and their families has the difficulty of paying college costs. This volume extends the current policy debate beyond the amount and allocation of more federal subsidies for college education. Aiming for a more svstematic appraisal of education policy, the authors argue that we should examine the entire sequence of investments that parents and young people make in education. They consider whether federal policy should give high priority to college-level schooling and whether more federal money to help pay college tuition can be expected to increase enrollment, especially for youths from low-income families.
