David  Seeley looks  at the structural
causes of America's present educational
malaise. He finds that our educational
system has been caught in a highly un-
productive trap because we delegate it to
a government  agency and allow it to be
managed  through a bureaucratic chain of
command.   Political accountability laby-
rinthine organization, and profession-
alization have all combined to disem-
power  the key actors-the teachers, the
students, the parents, and other com-
munity members.
    Seeley proposes  a  partnership
model  in which education is the shared
responsibility of families, the students
themselves, schools, and other elements
of the community.   Although  schools
and  school systems would  remain, all
roles and functions would be redefined
to give priority to the interactions and
motivations essential to teaching and
learning.
    In three major sections, Education
through Partnership criticizes the present
delegation model, proposes the partner-
ship model, and  applies this model to
such thorny issues as equal opportunity,
community   control, vouchers, school
size, busing, bilingual education, mini-
mum   competency   testing, sex educa-
tion, and censorship.
    David Seeley, former director of the
Public Education Association, currently
teaches at the College of Staten Island
and serves as an educational consultant.
Theodore Sizer, who wrote the foreword
to this volume, is the author of Horace's
Compromise: The Dilemma of the American
High School.
