The 1980s was a decade dominated by debates over fiscal policy. This
excellent set of papers places that debate and the 1980s in far clearer
perspective. Winston Churchill once said that 'it is always wise to look
ahead, but difficult to look further than you can see.' Balancing Act gives
us the ability to look ahead with greater clarity. I congratulate AEI on an
excellent job.

the eighties. The balancing act won't be any easier in the nineties, and those
