AMERICAN HEALTH POLICY

             Edited by Robert B. Helms

From this volume...
Years of debate about national health insurance have produced
virtually no action.....The hypothesis is that health care reform is
not desirable, that the current situation cannot be altered
without doing more harm than good to everyone. I propose that,
on balance, some desirable changes can be made.
                                     Professor Mark V. Pauly

My unscientific sampling shows that Americans are upset about
the national health system but are satisfied with their own part
of it and their own doctor. This is an example of wanting to go to
heaven, but not wanting to die to get there.
                                  Senator Dave Durenberger

My greatest fear is that we might wait until things are so critical
that action is called for. Such action, in the urgency of the
situation, would necessarily be highly centralized and highly
regulated. It would be preferable to act before there is a crisis.
                                 Representative Bill Gradison

The rough empirical evidence tends to confirm that overhead
costs in Canada, adjusted to include some of the most signif-
icant hidden costs, are indeed higher than under private
insurance in the United States.
                                Professor Patricia M. Danzon
