A New Approach to the Economics of Medical Care, edited by Mancur
Olson, presents the proceedings of a conference sponsored by AEIs
Center for Health Policy Research. The papers and commentaries are
organized into five parts:
  0 PART ONE, The Problem: Inherent Difficulties Compounded by
Mistaken Principles, presents four papers that discuss the character-
istics of the health care market and the impact of government regulation
on the functioning of that market.
  0 PART Two, Experience Abroad: Is It So Different? explores the
U.S. health care system in the broader context of health care systems
in the United Kingdom, Sweden, Canada, France, and West Germany.
It presents the economic and political bases for these systems and con-
tains an analysis of their functioning.
  9 PART THREE, Regulation: Can It Improve Incentives? assesses
various regulatory approaches-specifically, the regulation of medical
facilities, prices, and utilization-aimed at controlling health care costs
and their side effects.
  0 PART FOUR, The Health Professions: 'The Dog That Didn't
Bark?'  examines the effectiveness of insurers, providers, and alter-
native systems in encouraging competition in the health industry.
  0 PART FIVE, One Step toward the New Approach, outlines a
competitive strategy in health care delivery and financing, examines
policies that would encourage cost sharing and the development of al-
ternative delivery systems, and looks at factors that may inhibit the
development and implementation of market reforms.
Mancur Olson is Distinguished Professor of Economics at the University
of Maryland and adjunct scholar and member of the advisory committee
of the Center for Health Policy Research of the American Enterprise
Institute.
