                       SENTENCING: PENALTIES

This is a Discussion Paper, .ot a report. It discusses proposals
concerning the reform of aspects of the sentencing process. The
proposals are not the Commission's final conclusions. Your sub-
missions on them would be welcome. All submissions made to the
Commission will be taken into account in preparing the Commis-
sion's report.
If you want your submission to be treated as confidential, clearly
mark it 'Confidential'. However, you should be aware that submis-
sions may have to be released under the Freedom of Information
Act 1982.
As far as possible submissions should be related to paragraph num-
bers in the Discussion Paper.
Submissions and comments should be received by 30 November
1987.
