summary version of Issues Paper No. 4, which sets out a number
of issues relevant to reform of the law governing contempt of
courts, tribunals and commissions. Both the Issues Paper and the
Summary are published by the Law Reform Commission in
connection with its Reference on this topic. ANY VIEWS
EXPRESSED IN THE ISSUES PAPER OR IN THIS
SUMMARY DO NOT REPRESENT THE COMMISSION'S
FINAL VIEWS. THEY ARE PUBLISHED TO RAISE ISSUES
AND PROMOTE DISCUSSION. As far as possible, comments
should be related to specific paragraph numbers in the Issues
