This is an internal research paper prepared by officers of the Law Foundation
of New South Wales for the consideration of the Australian Law Reform
Commission. It is circulated on a limited basis to persons and organisations
who may wish to provide initial comment before the Commission proceeds to a
more detailed consideration of the issues raised. The Australian Law Reform
Commission is collaborating with the Law Foundation of New South Wales in
its inquiries into reform of the law on Sentencing of Federal Offenders in
Australia.
