THIS PAPER IS NOl A COMMISSION REPORT. It is a
Discussion Paper which contains proposals concerning the
reform of contempt law in so far as it applies to the operations
of the   mass media. THE      PROPOSALS     ARE    PUT
FORWARD AS A BASIS FOR DISCUSSION AND NOT
.AS FINAL CONCLUSIONS. THE PAPER IS INTENDED
TO PROMOTE DISCUSSION AND ELICIT COMMENTS
WHICH      WILL     BE     CONSIDERED       BY    THE
COMMISSION IN REACHING ITS CONCLUSIONS AND
DRAFTING ITS FINAL REPORT. As far as possible
connts should be related to specific paragraph numbers in
