THIS PAPER IS NOT A COMMISSION REPORT. It is a
Discussion Paper which contains proposals concerning the re-
form of an aspect of contempt law, namely, the use of contempt
powers to enforce orders in family law. THE PROPOSALS
ARE PUT FORWARD AS A BASIS FOR DISCUSSION
AND NOT AS FINAL CONCLUSIONS. THE PAPER !S
INTENDED TO PROMOTE DISCUSSION AND ELICIT
COMMENTS WHICH WILL BE CONSIDERED BY THE
COMMISSION IN REACHING ITS CONCLUSIONS AND
DRAFTING ITS FINAL REPORT. As far as possible com-
ments should be related to specific paragraph numbers in the
Discussion Paper. All inquiries and comments should be di-
