direct current-to-direct current power converters making use of frequency differentials, patentee
appealed the findings of the U.S. Patent Trial and Appeal Board, alleging that the board was bound by
its preceding inter partes re-examinations for related patents where it found that the frequency
differentials of the converters were incompatible, and thus patentee's claims were not unpatentable as
obvious. This court vacated and remanded, holding that inter partes re-examinations had sufficient
procedural mechanisms that were sufficient for purposes of applying the doctrine of collateral estoppel.
The court noted that it looked to the Restatement Second of Judgments for guidance in determining
whether agency decisions, such as inter partes re-examinations, satisfied the elements of issue

Department of Children and Families took emergency custody of child two days after she was born and
filed a petition to adjudicate her neglected based on predictive neglect, upon learning that a
proceeding to terminate mother and father's parental rights with respect to child's sibling was pending in
Connecticut, and that their rights with respect to other siblings had already been terminated. After the
case was transferred from Florida to Connecticut, the trial court denied father's motion to dismiss. This
court reversed and remanded with direction to grant father's motion, holding that jurisdiction to make an
original custody determination over child rested with Florida, because any neglect of child would never
occur in Connecticut. The concurring and dissenting opinion cited the Restatement Second of Judgments
in arguing that, over the last century, the significance of presence of a person or thing as a basis of
