Questions Suggested for Discussion at
Ninth Annual Meeting
May 7-9, 1931
Discussion is not confined to the questions pre-
sented here. You are earnestly requested to raise any
further points which occur to you.
Section 1002, Clause (c). (See Comments f and g,
pages 13-14.)
1. Should there be a right or privilege to fly over
another's land?
2. If so, should it be confined to flights for definite
purposes?
3. Is making lawful flying over another's land best
attained
(a) by granting a privilege similar to that of
the use of the highway, or
(b) by saying that the right of ownership
shall cease with the usable airspace above the
owner's premises and so much of the airspace as is
necessary for the protection of the owner's use of
the surface?
4. Should an aviator who intentionally makes a
forced landing be liable t6 the possessor of the land,
irrespective of whether the necessity for landing is due
to his fault and irrespective of whether harm is thereby
caused to the land or to persons thereon?
