  § 1. Personal Judgments

  D.N.H.2019. Cit. in sup. After the Justice Department's Office of Legal Counsel issued a formal opinion
  declaring that the Wire Act criminalized lotteries and other forms of gambling-in a reversal of its prior
  opinion declaring that the Wire Act only punished activities associated with sports gambling-the New
  Hampshire Lottery Commission and its vendor sought a determination that the statute was limited to
  sports gambling under the Declaratory Judgment Act, and an order setting aside defendant's opinion
  under the Administrative Procedures Act. Granting summary judgment for plaintiffs, this court declared
  that the Wire Act applied only to transmissions related to bets or wagers on a sporting event or contest,
  and set aside defendant's opinion. In making its decision, the court noted that, while any declaratory
  relief applied only to the parties to the case, under Restatement of Judgments § 1, the judgment bound
  the parties beyond the geographic boundaries of the District of New Hampshire. New Hampshire
  Lottery Commission v. Barr, 386 F.Supp.3d 132, 158.

  § 32. Jurisdiction over Things

  C.A.9, 2019. Cit. in sup. Medical-services company brought an action to enforce an arbitration award
  granted by a French court against UAE software company and software company's owner. The district
  court granted defendants' motion to dismiss. This court affirmed, holding that, in light of a subsequent
  determination by a French court of appeals that owner was subject to the arbitration panel, plaintiff
  possessed a valid and enforceable judgment against owner's property located in the forum state. The
  court explained that, under the theory of quasi in rem jurisdiction as set forth in Restatement of
  Judgments § 32, the district court had jurisdiction over owner's property in the forum state, because the
  arbitration award was entitled to recognition under the principles of international comity. Cerner Middle
  East Limited v. iCapital, LLC, 939 F.3d 1016, 1022.
