This Draft, prepared by the Reporter, FLOYD R. MECHEM, in consulta-
tion with the Director and the Advisers, was submitted to the Council and
considered by them at a mceting held February 29-March 3, 1928.
As amended by the Council this Draft is submitted by the Council to the
Membcrs of the Institute and to the Sixth Annual Meeting with a view to
criticism and suggestion for its improvement.
