SUMMARY.
SECTION 1. JURISDICTION IN GENERAL.
1. The legal power of a sovereign to affect the
rights of persons, whether by legislation, by executive
decree, or by the judgment of a court; is called juris-
diction.
2. The limits of jurisdiction to create such rights
as will be recognized outside the territory in which they
are created are fixed by International Law. In the
United States the act of any state which attempts to
exercise jurisdiction outside the limits so fixed is un-
constitutional.
3. The subjects of jurisdiction are persons, things
and acts.
4. The jurisdiction of a state is absolute within its
territory, except as follows:
a. A few exceptions are created by Interna-
tional Law.
b. A state may limit its jurisdiction by it.
own consent, usually expressed by treaty.
