My dear Doctor Willits:
As suggested by you, I attach hereto a list of names of
-persons whom wA are seriously considering as members of the editorial
groupa - the group which would be charged with the duty of preparing a
draft for submission to the Council of the Institute.
You imderstand that in sending you the list I an not con-
mitting the Institute to their selection.  The list, however, will
give you an idea of the different types we think should be represented
in the group.
As I have explained to you, before the editorial groupw
completes the final preliminary draft which would be presented to the
Council of the Institute for their donsideration, a preliminary draft or
drafts would be sent to a list of some fifty to seventy consultants for
their criticisms and suggestions.  The draft as approved by the Council
would, under the bylaws of the Institute, be submitted for consideration
