With the political end military siturtion developing so rapidly, it is
impert tive thet our stEtement be submitted to the Council without loss of time if
it is to hcve the public discussion indispensable to its effective use. Will you,
therefore, send me so I cen have it not later then Monday, JcnuEry 5, any criticims
or suggestions you may ha-ve on the drrft. This will permit ie to include in the
egendF for January 8 End 9 any major points that require consideration by the
whole group,
