Director's Revised Suggested Preliminary Draft of Report to Council
We understrnd that the object of our appointment was to ascertain if re
could agree on the rights essential to the freedom of the individual and, if so,
frame a statement of such rights,
The draft of a statement of individual rights submitted herewith is the
product of our effort to carry out our undertadng. Representing as we do by birth,
education. end experience many different peoples having vtrying cultural ideas,
our'discussions have shown the bcsic similarity of our respective concepts of those
freedoms the possession of the right to which is essential to the freedom of the
individual.
The draft submitted is the result of several conferences each lasting
two or three days supplemented by meetings of subcommittees appointed to deal with
the special aspects of the work.
Our source material, prepared for end submitted to us by the Director in
November 1242, consisted primarily of existing national constitutional, legislative
and executive provisions and pronouncements; secondarily, it consisted of opinions
of public officers End of private associations and individuals.
Last June we arranged for a Subcommittee to prepare in the light of
our prior deliberations a complete draft which has been submitted to end revised
by us.
The attempt has been to state the least common denominator of what all
democratic peoples would regard es the necessr-j essentials of governmental sefe-
guards of individual freedom. There is nothing novel in any of the articles.
