Te understand thpt the object of our appointment wtas to ascertain if
'we could sgree on rights essential to the freedom of the individual and if so
frame a statement of such rights.
We agree vwith the assumption underlying the Institute's undertaking
that the foundation of the ci~zdlization for the survival of which the United
Nations are now fighting is the freedom of the Individual, Representing as we
do byv birth, education, End experience liber-. thought In many different nations
having varying cultural deals our discussions have shovm the basic similarity
of our respective concepts of those freedoms the possession of the right to which
It is essential today that society should promote and protect.
We herewith. submit a draft of a Declaration of Individual R! ghts. It
is the result of several conferences each lasting two or three days supplemented
by meetings of subcommittees appointed to deal .ith the various types of rights
the examination of which at our ff. rst meeting led us to believe -were worthy
of further consideration with the possibility of their ultimate inclusion as
essential individual rights in our final draft. Last June we Frranged for a sub-
committee to prepare in the light of our prior deliberations - preliminiry drtft.
Thie Reporters of the prior subcommittees were members of the committee.
