Declaration of Minimum, Essential, Economic (Individual) Rights
Economic progress, material, mental and spiritual is measured by the
degree to which the individual lives under conditions giving him the widest
freedom of expression and action compatible with' the equal freedom of others*
Hereiv is- a declaration of the-minimum individual rights, full reali-
zation of which makes the free man.
The means by which any national or international society may progress
towards the ful' attaibment of these minimlm rights by everyone ust necessarily
'vary 'ith e.sting national, social, and political conditions, But the funda-
mental test' to be applied to   proposal/ for .Am  post-war international organi-
-zation or national constitutional change is whether it will tend to promote
'man's' freedom'to secure which is the chief object of the war now waged by the
United.WIationss
Individual freedom is more fundamental than peace and security; but
only in :the degree to which each man is curtailed in his expression and action by
the right'to- equal freedom by others is man secure against war and national
int rnal -revolution. A just, and permanent peace must be based on the recognition
of basic human. rights.,
