ARTICLE 1. FAIR TRIA
Everyone shall be entitled to heve his rights and his criminal end
civil liabilities determined without undue delay by fair public trial by a competent
-tribunal before which he shell have had opportunity for a full hearing; End for
this purpose every state shall have a duty to maintain an adequate system cf
tribunals and procedures.

-    The Article states the basic requirements for orderly snd just procedure
not only for the protection of individuals against arbitrary action by government
or by public officiels but also for the settlement of disputes among individuals
themselves. It implies that in all mEtters which affect him, any human being,
whether or not a citizen of the state, is entitled to access to a competent tribun.
