General Observations
In the ooinibn of the undersigned, one way say that not
all principles of Haitian constitutional law are exores ed in
the text of the Constitution now in force. T7oreover, the meaning
and t bearing of our constitutiona]l provisions Ten-arally cannot
be understood well unless one -nows, at least summarily, the
main ohases of the historical evolution of the liberal and dermo-
cratic institutions of Paiti.
Neglecting the three experiences ;iith -n imn-ial or mo-
narchic regime under Dessa-inas (1804-l16), under 3oulouque
(1849-1859) and under Ch~istophe (lP6-1A20, only in the north
of the country), and without pretending thst the successive
governments have always comnletely respected in fact the principles
proclaimed in our numerous constitutions, one can distinquish,
at least from the ooint of view of ideas,-asoirations or tendencies,
five principal periods in the evolution of the Faitian liberal
system.
The first period, characterized by the first reoublican Con-
