M-ELORANDUM
I (                      PURPOSE AND NATURE OF PROPOSED
-COITTEE TO ENCOURAGE DISCUSSION OF STATEINT OF ESSENTIAL HUMAN RIGHTS
I. Specific Objectives:
1. To get the pamphlet containing Statement and suggestive material into
hands of study groups, editors, lawyers, labor leaders, business men,
teachers, ministers and priests, etc.
2. To stimulate on local radio stations throughout the nation a series
of panel discussions on the rights, in which leaders of public
opinion will participate.
II. Composition of Committee to Encourage Discussion:
Since the aim is to enlist the interest and the participation in the radio
discussions of representative local groups, it is desirable to have on the
Committee the heads of organizations that have nationwide membership.
Though-they will be listed only by name and not by affiliation, the heads
of the following organizations should be asked to compose the Committee:
American Bar Association, American Federation of Labor, Congress of
Industrial Organization, Chamber of Commerce of the U. S., National
Association of Manufacturers, National Education Association (Exec.Sec.),
Federal Council of Churches, National Catholic Welfare Conference (Dir-
ector, Social A6tion Dept.), Jewish Theological Seminary of America,
Conference of Christians and Jews, National League of Women Voters,
National Federation of Women's Clubs, American A§sociation of University
Women,. Association of Business and Professional Women, Congress of
Parents and Teechers, Y.MK.G.A., Y.W.C.A., Heads of other groups including
farm organizations may also be asked.
III. Obligations of Committee Members:
No demand will be made upon their time or funds. If consistent with the
policies of their organization, they will be asked to have mailed copies
-of the pamphlet to local members (individual or units); if not, the
Committee office will do the mailing. Again if consistent with their policies,
national organizations will be asked for advice and eblp in lining up inter-
ested members to serve on local radio discussion panels.
IV. Finances:
Funds will be needed principally for printing, mailing, and a temporary
office to be opened in New York for the period of distribution and active
discussion. Mr. Ellingston will manage this office and serve as Secretary
of the Committee.
