Dear Dr. Lewis:
I thank you for your letter of the 17th which I received
on the 19th,         mailed my letter to you of the same date
and the letter to Senator George Wharton Pepper.
I received from Senator Pepper the following reply:
Thank you for yours of May 19th and for the copy of
the article therein referred to. I shall read this at the
first opportunity and I am sure that I shall find it both
enlightening and interesting.
I do not think that the action taken by the Council
and approved by the Annual Meeting can properly be described
as a shelving. There was, as you will remember, a rather
acute difference of opinion among members of the advisory
group respecting what might properly be included in the pro-
posed document. There was, moreover, a definite impression
that there is at the moment very little unity of aim among
the principal allied nations.^ Under such circumstances there
was no likelihood that affirmative action on our part would
subserve any useful purpose and a very real possibility that
it might-do harm.
The report of the advisers stands as a most important
contribution to the literature of the subject and if and
when the time comes to formulate an international document,
the material which the report contains will be ready at hand.
The same thing can be said of your pamplet, which shows upon
its face how much time and. thought you have given to the subject.
I am anxious to have your reaction on my article.
