Xr-. Ellingston has sho.n me your letter of May 2, in which you
ask to have an aster sk placed by your name indicating that you hav
reservations comparable to those of Judge Hudson. I sympathize
fully with your attitude as I also have some reservations, both as
to phrasing and substance; that is, I am not sure we have included
all -the ,sential human  ights. I suspect that every member of the
Committee is in a similar position. I would, therefore, earnestly
ask that you reconsider your request and permit your name to be
appended to the document without reservation.

My reason for doing this/to avoid raising the issue with other
members of the Committee. If all or a substantial number express
their reservations, it would obviously have a very bad psychologica
effect on the public and raise serious question as to the force be
