I know those of you rho are not members of the SpeciaL Committee --ill rant
me to express on your behalf to the members of that Comaittee your apsreciation
of the careful way in which they have carried out the york you Inve assigned to
them. This 7as to prepsre a draft of a stLtement of esrentitl individual rights
based on your discussions and conclusions at your meetings Lnd the Reports of your
Subcommittees on special topics. Having acted &s Chair-an of the three meetings
of your Special Committee, one at Vortheast Harbor, i.Aine, August S-7, another in
New York, October 15-17, and the third, also in Ne! York December lO-12, I can
testify as to the hard rork done  .nid the full and frank nature of all the discus-
sions.
The thing that has impressed me about this -.tork of your SpeciEl Colliaittee
is the subst aitia unanimity on all matters discussed once the micoers had a clear
understasnding- of the task assigned to its Advisers by the Institute. That task
is to ascertain the degree to which there is unity among you, representing as you
do the main world cultures, as to the essentials of individual freedom.
What the Institute desires to find out is .hether persons rho are avowed
opponents of the philosophy and z:ires of the Axis governments and. :'ho sincerely
believe that individual freedom is necessLry to durable peace and orderly human
progress have the same ideals of the essentiL.ls of freedom.
Of course, there vre other essentials to a just and d-urcble peace besides
the rcognition of individual freedorma. To me one of these other esse-t.i.els is an
