A Stctement by the Director
To the Members of the Special Committee Engaged in Considering the Reports of the
Special Subcommittees on Different Classes of nIndividual Rights and Preparing a
Preliminary Draft of an International Bill of Rights for the Consideration of the
fdvisory Group: for Information of the Members of the Subcommittee and for their
Consideration et their Second Meeting October 15-17, 1943,-t the Associetion of
the Bar of the City of New York.
To the Members of the Subcommittee:
A year ago last June, the Institute having secured grants of funds from
three foundations for its International Bill of Rights Project, the Executive
Committee of the Council of the Institute directed me to organize, and begin to
carry on the work on the project. After consultations Pith several persons some
of whom are now members of your Subcommittee, an Advisory Group was selected.
The Institute has asked this Advisory Group of which you are a Subcommittee to
ascertain how far they can agree on tne factors (designated individual rights)
which enter into their respective concepts of individual freedom and, as far as
they do agree, frame as clearly as may be an accurate statement of each ftctor
(right)-
For the first conference of the Group lest November 5th to 7th, I had
collected a considerable amount of what was designated Primary End Secondary
Source Material; the Primary Source Materiel being the official statements of
those having executive or legislative authority to make them as well as the con-
stitutional provisions relating to individ-ual rights found in existing constitutions
