Summary of the Conference on Sunday, January 24;
A.    A just peace is not only one just to the nations of the world but to
individuals; it must assure to all persons everywhere fundamental individual
rights.
B.   We concluded that freedom of opinion and its expression, freedom of religion,
freedom of association were all fundamental freedoms.of the individual. These
freedoms were negative personal freedoms. To secure them Government did not have
to act. It had merely to refrain from acting to restrain any of these freedoms.
C.   We conclused that certain political freedoms were fundamental freedoms; as
the right to exercise the voting franchise and to be elected to public office,
though we also concluded that age, residence, educational tests were justifiable
limitations and that the rights were properly limited to persons of sufficient
moral character as evidenced by freedom from conviction of crime. But we did not
think limitations of race or sex or limitation based on the character of political
or other opinions were proper. Perhaps you also felt - I know I do - that
property qualifications are improper.
We had not time to analyze these political rights and their limitations but
we did conclude that important fundamental freedoms of the individual were
denied if the right to vote-or to be elected to public office was not widely
granted.
D.   At the close of the conference we were discussing what we have termed positive
social freedoms. Postive social freedoms are best stated in the first four of
the nine freedoms in the report of the National Resources Planning Board (see
