This Draft, prepared by the Reporter, SAMUEL WIL.ISTON, in consulta-
Lion with the Director, the Advisers on Contracts, and the Reporter's Assist-
ant, was submitted to the Council and considered by them at a meeting held
December 14-17, 1927.
As amended by the Council this Draft is submitted by the Council to the
Members of die Institute and to the Sixth Annual Meeting with a view to
criticism and suggestion for its improvement.
