Dear Jack:
Enclosed is my memorandum of comments on
Part VII.
I think you have done a very skillful job of
correlating Sections 7.08-7.10 with Section 7.04(a) -- a
task that worried me as to how it could effectively be
accomplished. I think you have succeeded.
I have limited my comments to material that is
new -- except in one instance of an old Reporter's Note
that I now believe could be misconstrued. My principal
concerns are with the places where you depart from
language approved by the Council and the membership of the
Institute and where the departure is not called for by the
new material in Section 7.04, so far as I can see. I am
fairly adamant that we not appear to use the Section 7.04
changes as an entering wedge for changing the tone, color
or word choices that have already been approved.
My comments, albeit limited to new material, are
numerous. I hope you and I can work them out before the
March 30 conference call. One possibility would be a
lengthy phone call Sunday evening, March 28. Perhaps you
could send me a copy of my own memo before then with
