The commentary is intended to be read in conjunction with the draft text of the Convention published in that document, and attention is accordingly drawn to the following observations: (a) The numbers given on the extreme left-hand side of pages are the paragraph refer- ence numbers which have been allotted to individual paragraphs and sub-para- graphs of the text of the Convention. .(b) The numbers on the extreme right-hand side of pages are the paragraph reference numbers which have been allotted, for ease of reference, to the individual para- graphs and sub-paragraphs of the commentary. They run serially from the be- ginning to the end, and are preceded by the letter C. (c) The commentary is divided into sections, corresponding in every case to sections of the Convention.
