                                                    't is such an  honor to serve as the Chair  of the
                                                    Judicial Division (JD) this year. I follow the lead of
                                                    our  Immediate Past Chair, Michael Bergmann, who
      r C.                                           completed a highly successful term as Chair of the
                                                 Division. I look forward to building on the foundation
                                                 he established, as the Executive  Council, and all of
                                                 you, work with me to fulfill the mission of the JD. That
                  r  .mission is to improve the American judicial system and
                                                 to encourage all members of the judiciary, lawyers and
                                                 others who share a strong interest in this goal to work
                                                 toward this common  objective.

                            My service as a judge occurred while I served on active duty with the United
                            States Air Force. When I became actively involved in the Judicial Division in
                            1994, it was my hope  that I could help to inform members of the ABA  and
                            members  of the JD about the military justice system, the quality of the judi-
                            cial training and experience of judges who serve in that system, and to learn
                            as much  as I could about the similarities and differences, if there were any,
                            between our deployed and circuit military justice process and my colleagues in
                            other courts throughout the U.S. and around the world. I have benefitted so
                            greatly from my interaction with the judges and lawyers I have met in the more
                            than two decades of my active involvement with the JD.

                            The theme for this year's work in the JD is Global Justice at Home and Abroad.
          ttee  e ts.We will be working to develop policy, programs, webinars, and to assist mem-
                           bers of the Division with current and timely information to aid them in the fair
                           and  impartial administration of justice. Among the areas we will be focusing on
                           during this year, we will examine the critical issue of Police-Community Rela-
                           tions and Media  Perceptions. We will also explore the developments involving
                           implementation  of the expanded jurisdiction in Tribal Courts following the reau-
                           thorization of the Violence Against Women Act in 2013, as well as developments
                           with respect to the Indian Child Welfare Act and other Tribal Court issues.

                           We  will be discussing alternatives for judges and lawyers to consider in ad-
                           dressing individuals who come  into the court system as the result of human
                           trafficking, including discussion of innovative programs like the C.A.T.C.H.
                           (Changing  Attitudes to Change Habits) Courts.

                           Nearly every week, we hear something  in the news about terror trials. From
                           Boston, which conducted  the Tsarnaev trial tied to the Boston Marathon bomb-
       B                   ing, to trials being conducted at Guantanamo Bay, we will be looking at differ-
cial Division               ences, similarities and the policies that are applied in these differing processes.
