                            am highly honored to lead the group that serves as
                            the voice of the judiciary within the ABA. My heartfelt
                            gratitude goes out to Immediate Past Chair Judge
                        William D. Missouri for his excellent leadership over
                        the past year.

                        With over 4,500 members, the JD is comprised of six con-
                        ferences based on court jurisdiction and function: the Ap-
                        pellate Judges Conference, the Lawyers Conference, the
                        National Conference of the Administrative Law Judiciary,
                        the National Conference of Federal Trial Judges, the Na-
                        tional Conference of Specialized Court Judges, and the Na-
tional Conference of State Trial Judges. The JD supports the work of these confer-
ences as they seek to provide leadership within the judiciary.

The JD also supports the work of many on a pressing issue for the judicial branch:
under-funding of the courts. Many courts are operating on reduced hours and with
fewer employees. Civil Jury trials are being delayed. Filing fees have been increased,
making access to justice unattainable for those who cannot afford the increased fees.
During this ABA year, the J D will actively support ABA President Jim Silkenat's court
funding initiative. Working with ABA past presidents Wm. T. (Bill) Robinson III and
Stephen N. Zack, the JD will partner with the ABA Task Force on the Preservation of
the Justice System and National Center for State Courts President Mary McQueen
to develop programming for regional meetings of several national organizations. Al-
though there is no silver bullet for redressing this issue, these incremental steps will
help justice system leaders develop a constituency for adequate court funding and
promote national consensus on this critical issue.

Over the past few years, the JD has been working with other ABA entities to ad-
dress issues arising out of the United States Supreme Court's decision in Caperton
involving judicial disqualification standards for judges who are subject to election or
retention. There has been much debate about the best way to approach these stan-
dards. The ABA will be collaborating with the Conference of Chief Justices to further
address this issue. The JD will continue its active involvement in this process until
a workable solution is reached.

The JD will also continue its work on perceptions of justice. Utilizing the informa-
tion gained from the 2013 Summit on Perceptions of Justice, the JD Perceptions of
Justice Committee will promulgate recommendations to ensure fairness and impar-
tiality within our justice system.

The JD looks forward to continuing its strategic partnerships with the Tort Trial and
Insurance Practice Section (TIPS), the Senior Lawyer Division (SLD), the Standing
Committee on Judicial Independence (SCJI), and the Standing Committee on Federal
Judicial Improvements (SCFJI).

I encourage judges to take advantage of the ABA's Group Membership Program. This
