ABA Joint Commission to Evaluate the Model

Code of Judicial Conduct

The Standing Committee on Judicial

       Independence received a substantial
       grant from the Joyce Foundation to
fund  a comprehensive evaluation of the
Model  Code  of judicial Conduct, The
Standing Committee  has joined with the
Standing   Committee   on  Ethics  and
Professional Responsibility to undertake
this project. The Model  Code  was last
revised between 1987  and 1990.  Since
that time, many  changes have occurred
affecting the role of judges and the ways in
which  they execute their responsibilities.
In addition, recent court decisions have
had  a significant impact on conduct of
campaigns for judicial office.
  The  chairs of the Standing Committee
on judicial Independence and the Standing
Committee   on  Ethics and Professional
Responsibility have appointed an eleven
member commission, which will he
chaired by  Mark  Harrison of Phoenix,
Arizona.  Charlie Geyh,  a professor at
Indiana University School of Law,  will
serve as reporter. Commission members
include, Dean  James  Alfini, Houston,
Texas;  Loretta Argrett, Silver Spring,
Maryland; Jan  Baran, Washington, DC;
Thomas  Fitzpatrick, Seattle, Washington;
Donald  Hilliker, Chicago, Illinois; Hon.
Margaret    McKeown,     San    Diego,
California; Hon.   Cara  Lee   Neville,


Minneapolis, Minnesota;  Hon.  Harriet
litrney, Phoenix, Arizona; and Hon. James
Wynn,  Raleigh, North Carolina. The Joint
Commission     membership    will . be
completed  with  the appointment  of a
public member this month.
  The Joint Commission will hold a series
of   meetings   and   open    hearings,
culminating    in    presentation   of
recommendations  to the ABA  House  of
Delegates at the Midyear Meeting 2005.
The   first organizational meeting   is
October 18-19, 2003, in Chicago, Illinois.
  A general list serve has been established
to provide information about the Joint
Cmmmissionn's work.   I'hrough this list
serve, the joint Commission will distribute
notices of meetings and  hearings, post
drafts for Comment, and solicit feedback.
