So You are Going to

Eastern Europe

Y ou receive   a call from Mark Ellis,
     Executive Director of the ABA Central
 and Eastern European Law Initiative
 Program  (CEELI), or one of his staff,
 asking if you are interested in participating
 in a judicial education program in Central
 or Eastern Europe. You have attended
 programs at the National Judicial College,
 helped organize and put on education
 programs in your own state, maybe even
 taught a couple of classes or have been a
 guest lecturer at the local law school,
 college, or university. You have spoken to
 Rotary, Kiwanis, and area high schools.
 You like to travel. You are ready
 to go.
 Just  say, Yes.
   Since 1993, 1 have had the privilege,
honor, and pleasure of representing CEELI
and the United States at judicial
conferences in Albania, Bulgaria,
Kazakhstan, Latvia, and Poland. So, I hope
you will not think me rude if I offer some
advice as you plan for your presentation
and your trip.
  First, some purchases. Buy a large, light
suitcase on wheels with a retractable firm
handle and a carry on bag or backpack.
The  airline will restrict you to one carry-
on bag. Buy a roll of duct tape and don't
leave home without it. There are 100 little


uses for the tape. You will be glad you
have  it. Buy a package of Melatonex. Two
at night will help you combat jet lag when
you  arrive at your destination. Don't drink
coffee for two weeks before you leave, it
will help you sleep and recover the next
day.
   Don't fly Aeroflot, if you can avoid it.
   Soon after you agree to participate in a
 CEELI  program, you will receive excellent
 briefing materials from the staff which will
 include historical, geographical and
 sociological information about the host
 country. Read the materials, Know the
 current political climate, know the names
 of key governmental leaders and learn the
 structure of the court system.
 The   best sources of information on the
 current status of the things in the country
 you will visit are the local CEELI liaisons.
 These people are fantastic. They are
 dedicated volunteers who provide an
 essential link between the host country
 and ABA CEELL   They are also goodwill
 ambassadors for the United States.
 The   liaisons will probably be
 responsible for organizing and
 administering the program in which you
 will participate. Spend as much time as
 you can talking with them. They will have
 a working knowledge of the local scene
 and can give you practical information
 about government and political figures.
They  will also be able to give you an
indication of the expectations judges and
others have for the event.
