have different preferences. The United
States prefers deeper integration and for-
mal rules, and its major challenge is
squaring the bilateralism sometimes re-
quired to promote deeper integration
with the multilateralism that best recon-
ciles its diverse global interests. Takashi
Inoguchi's insightful essay discusses
contrasting conceptions of human
rights in the Asia-Pacific and the United
States. Jitsuo Tsuchiyama skillfuly uti-
lizes international relations theory to ex-
plain the alliance's origins and the rea-
sons it is likely to continue.
India and the Bomb: Public Opinion and

An intriguing study of what the Indian
elite thinks about nuclear weapons. The
data are taken from a specially commis-
sioned survey by one of India's leading
market research companies and ana-
lyzed by several American and Indian
defense specialists. The survey divides
respondents into supporters of renunci-
ation, acquisition, or the Indian govern-
ment policy of ambiguity, neither re-
nouncing nuclear weapons nor acquiring
them. The survey found substantial sup-
port for current government policy.
Some 57 percent of those polled favored
New Delhi's policy of neither confirming
nor denying a de facto nuclear capabil-
ity. Some 33 percent favored outright ac-
quisition and only 8 percent supported
renunciation. There are also informative
chapters on the pros and cons of India's
four major nuclear policy options-the

above three, along with a freeze on cur-
rent production.

Another in the now common genre of
flashy books on how Asia is set to rival
and overtake the West in power and
influence in the 21st century. What is
missing is any mention, let alone appre-
ciation, of Asian power rivalries and mu-
tual suspicions. If these were taken into
account, a more nuanced picture might
emerge. Also left out is the verdict of re-
spectable economists such as Paul Krug-
man who doubt whether the present
high growth rates of Asian economies
can be sustained.

A balanced and thoughtful analysis of
the Philippines in the years since the fall
of Marcos is very much needed. Unfor-
tunately, this journalistic account is not
it. It is almost entirely lacking in analy-
sis, and it is excessively harsh on
Aquino's presidency.
