Has violent youth crime increased?

This comment concerns two conclusions reached by Corrado
and Markwart in their recent Journal article (1994):
* the per capita rate of young persons charged with Criminal
Code offences increased by a relatively modest 25 percent
between 1986 and 1992 (p. 350), and
• there has been a real and substantial increase in youth
violence in Canada in recent years (p. 354).
These statements, which echo those made by other observ-
ers (e.g., Frank 1992), have the potential for significant impact
on public opinion and policy decisions. In my opinion, the first
statement, although literally true, is misleading, because it gives
the impression that there has been a 25 percent increase in youth
crime; and the second statement is not warranted by the avail-
able evidence.
The supposed increase in youth crime
This conclusion rests on a comparison of the per capita rate
of young persons charged with Criminal Code offences in 1986
and 1992. It is true that, as Corrado and Markwart say, this
was 25 percent higher in 1992 than 1986. Should this be inter-
preted as an increase of 25 percent in youth crime? I would say,
No, for two reasons.
