We note with sadness the death in Vienna, Austria, on Novem-
ber 21, 1986, of Norbert D. West, associate professor emeritus. Born
in 1901, Dr. West received a J.U.D. in 1924 from the University of
Vienna and until 1938 practiced law in Austria while concurrently
serving as an editor of the Zentralblatt fuer die juristische Praxiz.
As a refuge from Hitler's Anschluss he faced the daunting task of
creating another career for himself in the United States. He began
by earning an A.B. in Library Science from the University of Michi-
gan. Then, in 1946 he came to Wayne University (as it was then
called) as the Law School's first fulltime professional librarian - a
position he held, with faculty rank, for sixteen years. To him belongs
the principal credit for upgrading the law library from rudimentary
to respectable.
In 1960, Dr. West was invited by Baron Fritz von Schwind, di-
rector of the Law Institute of the University of Vienna, to teach a
comparative law course focused on Austrian and American law. By
accepting this visitorship, West became the first member of the
Wayne law faculty to teach abroad (no longer a remarkable occur-
rence). West's interest in legal scholarship did not abate after his
retirement in 1962. With Professor Samuel Shuman he produced an
English translation of the Austrian Penal Code in 1966 and co-au-
thored with Shuman a casebook on American law published in 1971
by the Wayne State University Press. Dr. West also played a role in
the formative period of The Wayne Law Review. Along with Profes-
sors Shuman and Glavin, he was an original faculty adviser to the
Review. He authored the criminal law articles for the first and sec-
ond Annual Surveys of Michigan Law and contributed a number of
book reviews to the fledgling journal.
