admiration and affection, this Article is dedicated to Professor Henry P. Caulfield
(1915- 2002). Prior to joining the faculty of the Department of Political Science
at Colorado State University, Professor Caulfield was Executive Director of the
Water Resources Council. He brought his interest in water law and policy to
Colorado with him and instilled it in his students, including me. In order to help
me deal with the financial requirements of graduate school, Professor Caulfield
hired me to assist him in a training program in the application of the principles,
standards, and procedures for Federal participants in the preparation of
comprehensive regional or river basin plans and for the formulation and
evaluation of Federal water and related land resources projects, 42 U.S.C.
§ 1962a-2 (2000), that had been promulgated by the Water Resources Council.
At one point, he also hired me to rid his corral of Russian Thistles. More than
three decades later, my respect, admiration, and affection for Professor Caulfield
remain unabated, as does my hatred of the Russian Thistle. George William
