I. INTRODUCTION
The American system provided a voice and a share in the
economy to many more people than most of the old world
societies.  But decisively not everybody. . . .       In a
relatively open society, interest groups made politics, and
politics made law. The squeaky wheels got the oil. Power
led to privilege. Old people, transients, the feeble minded,
dirt-poor and crippled families-all of these people stayed,
by and large, at the bottom of the social pit.'
