This paper examines the abolition of land tax at the central government
level in New Zealand in 1991 and explores the property market, legislative
and taxation circumstances behind the decision. It briefly assesses the likely
consequences for the property market of the abolitionof the tax.
The respective views of industry, the bureaucracy, local government,
politicians and academic commentators concerning the abolition areformu-
lated asfive conjectures. Each is reviewed and evaluated as an explanation
ofthe tax's termination, the effort of reformist politicians being rated as the
most important. The paper concludes that New Zealand's abolition ofland
