* Professor of Law, University of Washington School of Law, Seattle,
Washington.
** Professor of Anthropology and Ethnic Studies, University of Washington,
Seattle. The conception and execution of this article was altogether a shared
effort grounded in Professor Pefia's years of fieldwork in the acequia communities
of the Culebra watershed. The authors would like to express their thanks to Hans
Baade, David Benavides, Fred Cheever, Malcolm Ebright, David Getches and
Donald Pisani, whose comments and questions have led us to a better
understanding of our topic. Thanks are owed, too, to the people of San Luis de la
Culebra, and especially to Corpus A. Gallegos, Joseph C. Gallegos, Charlie
Jaquez, Adelmo and Veronica Kaber, Evan Valdez, and Ernesto Vigil for sharing
their understanding of the acequia-hood. We are also indebted to Vickie Parker
for her work in preparing the manuscript and to the Special Collections librarians
of the Colorado Historical Society, the Colorado State Archives, the New Mexico
State Records Center and Archives, and the Tutt Memorial Library of The
Colorado College for their research assistance. Travel funding for this project was
provided by the University of Texas Law School Foundation, the University of
Washington Center for Labor Studies, and the University of Washington Law
School Foundation. Additional support was provided by a grant from the National
Endowment for the Humanities, Grant RO-22707-94. The views expressed by the
authors do not reflect the official policies or views of the funding agencies or
colleagues acknowledged above.
