                                          Letter of Transmittal

              This Sentencing Guideline Manual is being issued in a loose-leaf form to
        facilitate use and the incorporation of future amendments.

              Since submission of its guidelines to Congress, the Sentencing Commission has
        conducted extensive clinical testing. These sessions have produced useful
        suggestions for clarifying and reorganizing the commentary. Some of the
        suggestions have been incorporated into the commentary appearing in this manual.
        The format has been changed to place commentary directly under the relevant
        guideline paragraph. Changes in commentary are not intended to make substantive
        changes in the application of the guidelines and have been made only to increase
        understanding and clarity.1
              No changes of any kind have been iTade in reproducing the guidelines, except
        for correcting three typographical errors.

              1 While the Commission's express intent is not to make any substantive
        changes, if a court finds that a particular change is substantive, the commentary on
        that point contained in the April 13, 1987, publication (incorporating technical,
        clarifying, and conforming amendments submitted to Congress May 1, 1987) would be
        controlling.
